Leonida Penitentiary is named in Lucia Caminos’ official character story. Rockstar says that fighting for her family landed Lucia in the prison, and that sheer luck got her out. The current GTA VI setup places Lucia fresh out of prison and committed to changing the odds in her favour.
That is the full confirmed link so far. The prison is an important part of Lucia’s backstory because Rockstar chose to name it, but it has not yet been described as a playable destination.
